The new Territory Management is killing low population Servers

Like the title says, the changes made to the Territory Management are actively killing low population servers. I play on Albraca (About 500-600 Players at peak times), so a pretty low population Server. Not a single settlement is able to pay the upkeep. Noone comes even close.

Lets take a look at Everfall (Owned by the Company I am in).
It is the Settlement with the 2nd most upgrades (19) and makes about 40k a Week. The Upkeep is at around 120k. So we only make a third of the upkeep needed, not to mention all the money that was already spent on upgrades.

I know the new System is supposed to reward High Investment, so lets see what we would make if Everfall was completely upgraded:

At the current 19 Upgrade we get 6.25% of the Global Earnings, which is 40k. If we would have all 39 Upgrades, we would get 12.5%, which would come out to 80k. Obviously, this would also increase our Territory Upkeep to a whopping 237,500.

We would STILL only make a third of the Towns upkeep, at much higher upkeep cost. So Investing considerable resources to upgrade the settlement would only result in us losing even more every week.

How is that rewarding Investment?

According to the Games credits there is not a single Economy Designer working on the game, and it shows.
