The Way the Cookie Crumbles Bugged - Bags drop empty

After killing 2 smugglers - they start dropping empty bags
Quest is frozen on all steps completed but 2/5 Cookie Ingredients
We dropped the quest and restarted - however - after killing the first 2 smugglers, they start dropping empty loot bags again.

I got the same issue. I’m stuck in the quest and i can not progress because of this problem.

Thank you for reporting this. Same issue on my end as well (empty bags after the first two smugglers). Dropping and reacquiring the quest just led to a repeat of the same issue. Unable to progress past this quest.
