I have joined the new start server Minotaur. I have been leveling up and I am 39 . I was able to upgrade to tier 2 camp from the quest in cutlass keys, which should have been used for my tier 3 upgrade, but the actual quest in monarch Bluffs to get tier 2 has not shown up. So i will not be able to reach tier 5 camp.
It is known, here is a link to a response of a German moderator.
Long story short: the quest giver NPC is currently gone, team is aware and will work on a fix. For the time being, yes, you cannot reach rank 5.

There going to be a fix for this sometime soon I’m a fresh start server and need my camp upgraded to actually cook anything at my level.
Also have this issue Tier 2 quest is missing cant upgrade my camp
If your FS server is anything like mine, it’s taking time for Territory Owners to consolidate and get all the crafting stations upgraded.
There is a T3 Kitchen in Great Cleave. Not sure which of the two outposts it’s at. You can see which one by zooming in and looking at the town station icons. And for the record, it’s’ not that hard to get to either. I was level 22 the first time I wnt up there. The roads are broad, and it’s not hard to avoid the mobs.
Your lucky. I am almost level 40 and still at T1 camp. I seriously hope they bring back these questgivers soon. They are usually the Survivalist’s, and damn it, I even know where they are in MB and EF. Totally missing.
There is a major disconnect going on. When you first speak to Yonas, THAT (at least according to the quest rewards, should give you T2 camp. But, it does not.
I am now level 49 and Tier 2 camp still not offered. This is on one of the new servers and Bergina Thornton who offers the quest is nowhere to be found.
Level 60 and have tier 4. Went to every quest giver, and none are showing up for me.

Hope you all are good this weekend and apologize about this misunderstanding with the camps upgrade system.
There was a fix a few days before tying to solve the problem where the players could not upgrade the camp to T2 following other problems related with the camp.
If you dont have your camp a the apropiate level and you don’t have any quest available in the world to upgrade the camp I suggest to create a web ticket in order to report this situation.

I have the same issue as brandondunn_21. I have done the Cutlass Keys quest for Camp Tier 3 to get Camp Tier 2. There are a lot of players who have done this. What do we do? Is there something we can do in game or do we have to create a web ticket? The update says ’ * Fixed an issue that made players unable to progress past Camp Tier 2.’ but for nothing for us who have Camp Tier 2 by the Camp Tier 3 Quest. I am assuming when we do the Camp Tier 4 quest at level 40 we will get Camp Tier 3 and so on until the last quest for Camp Tier 5 gives us Camp Tier 4. A fix would be another quest for us before or after this or some instructions.
