I have a Tier 4 Camp, however: I am level 60, have the max azoth staff, and I have completed all of the requisite quests “Friends in Fashion”, “Fading Lights”, “Animal Instincts”, “Lupine Observations”. At least I expect I have because none of them are in my quest log, nor on the map.

Camp upgrade quests have never self-appeared in quest logs.
They changed the camp quests around a bit this last patch.
I look to be able to get the T5 Camp by getting “Fading Lights” as it has been in the past. Other camps came at different places on this character compared to previous characters.
I did do Animal Instincts. But it didn’t upgrade my camp. I have none of the other listed quests available. I think it is just buggy. I see a lot of people with this issue on the forums and youtube.
Hopefully CSR can fix it.
I too am suffering with this bug. I do not have any of the quests on my map and even did prerequired quests for some of them with that specific quests not showing up. For example, Fading Lights did not appear in Eden Grove.
