Describe the issue you are experiencing: All; titles and achievements are missing, occasionally they will appear but most of the time they are just blank.

(if a bug) How did the issue effect your gameplay: It’s just annoying but I have no idea if it may have knock on impact under the hood.

(if a bug) Were you able to recover from the issue: No, although occasionally they will be present when i log in, about 80-90% of the time they are missing.

What are the steps to reproduce the issue as you experienced: Log in, check achievement page.
I have:
Logged in and out multiple times.
Verified steam files several times.
Checked drivers and windows updates.
Restarted the game and steam multiple times.
Restarted the PC more than once.
