What are the steps to reproduce the issue as you experienced: Go To Upgrade at your settlement and it wont work and in fact refund you 10k. We were under the impressions that it was trades only turned off so thought we could upgrade our upgrades. We have gained an additional 10 or 20k Gold as a result
