Just as an additional side note for this NPC.
If you abandon the quest the items you picked up in Traitor’s Hold are not removed from your inventory. This presumably is why the quest NPC doesn’t appear which would allow you to start the quest over. Would you please have the devs look into this while they are trying to resolve why she doesn’t appear for the turn in?

Describe the problem you are having: Same as everyone who already reported it, Estebanita Gomes doesn’t appear. I can walk on the spot where she’s supposed to be. A company friend can see her but I cannot.

Except my friend can see her where she is supposed to be and I cannot.
Same here, tried verifying files but didn’t make a difference. 
Same issue for me. As mentioned above, I abandoned the quest and now the character won’t re-appear.
Yep, this bug also just hit me (Nostrabar, Yggdrasil).

NPC: Estebanita Gomes is missing. I tried restarting the game, restarting my pc, try to fast travel, and normally walk up to the quest indicator but Estebanita Gomes is missing. I cannot turn in quest, and no it has not been resolved. I cannot progress through the quest. Quest: Traitorous Weaponry. In game name: SteamIcefire. Server: Castle of Steel.

same issue here, no where to turn this quest in,
I have the same problem 
No I didn’t change faction, it was a brand new character. However, my main character on EU Lyonesse is maraudeur whereas this one on Midian is covenant. Could that be part of the bug ? Are some files shared between different characters ?
I completed the quest, then seeing that I couldn’t deliver it, I decided to abandon it to see if doing it again would solve it.
However, I found that now the npc had taken a vacation.
Please solve this 
I have been trying to locate Gomes for a week now. It is my opinion that the quest is broken and judging by how long it’s been bugged they do not intend on fixing it. Can it just be removed completely form the game if it’s not going to fixed?
They have no plans on fixing it as Im on ANOTHER main story quest and it is also broken for MONTHS! they made the money and Bailed on us!!!
They plan to fix it, and they are working on a fix. Your post is not helpful.
