But we should be only be able to reroll stats on crafted items. With Brimstone we got so much great new named items, that crafting lost some of its value.
That could help with this “problem” and fix the too high randomness for the BiS hunting ^^
Maybe make “Scarabs” an ingredient to this re-rolling item and Repair Kits and Umbral Shards. It makes sense and give them more value
No more locked behind cooldown items. Other than that a good idea, except there are 100’s of perks. So lets say you are crafting heavy armor and it rolls, “Revitalizing Beacon” so now you use youir locked behind cooldown items to re-roll this stat and it rolls into " Fortifying Sacred Ground", youve just now just wasted items to change from one useless perk to another. Both are not useless, but on heavy armor and heavy receiving a -30% healing reduction they are 100% useless. They made it so heavy healers arent a thing and its understandable why it would be made that way but they shouldve made it so those perks or any perks having to do with healing dont craft on heavy armor.
Scarabs are best for crafting the items and being allowed to select two perks, Im not opposed to your idea about having them being used in this process though. Repair kits too, seeing as right now its not a high priority to craft these so no one does. But having to use umbral shards, I have to disagree, they are already used in needing 500 to craft stopwatches, and then the 1000’s you need to upgrade gear score. They need to makle it so named gear has the potential to drop at a higher gear score than 600. LIke I have an expertise of 625 on the WH, I should have the potential for a named war hammer to drop anywhere between 590-625. Unless this is already a thing and I am just extremely unlucky to have seen it.
Well, cost of Umbral Shards could be low, like 100… At least, if the randomness of rerolling keeps high
But in the late game everyone is stacking endlos Umbral Shards… Another Umbral Shard sink makes sense, I think.
And re-rolling the last perk should be endgame stuff… ^^
needing 500 to craft stopwatches
Who is using stopwatches? All the crafters I know, are using scarabs… Randomness of perks > randomness on GS…

It was like this before they changed it… ^^ I like, that named items drop always at 590… It makes sense… Before they changed it, it could dropt lower and you couldnt upgrade it to legendary then…
Now you find 590 items, even if your expertise is 500… Thats pretty fine ^^
What defines powerful, players being on the same footing in PVP/PVE day 30 vs day 400? The slog to “BiS” gear keeps most players out of wars and M10 content.
