It looks like other players are having issues on Eden and the Devs are working on a fix.
I would suggest following this post for updates!

Just tried to complete on Fae and it isn’t spawning.
It is a bug.
Unable to complete mainstory.

I believe it should be fixed on Fae, but will be fully fixed with the next update happening tonight: New World Update 1.7.1 - News | New World - Open World MMO PC Game
