I think because all of the problems, exploits , hacks , etc…
Suggest to have some testable server that his version is one step ahead from production world. Everyone could play as trial there (for example - 14 days), and give them the freedom to do anything, including exploits, etc
Plus, people could check the game and see if they like it. or not…
That way, we potentially could see less problems in production servers
