Have the Shrouded Intent Pants tier IV and the Shaded Agent needed to craft these into the next tier, but the crafting button appears grey - disabled, as if I do not have the materials/skill but I do.
I was able to craft all other pieces from this set, but not the pants.

I’m sorry to hear about not being able to craft your next tier of Shrouded Intent Pants.
Could you confirm your items are not locked in your inventory? If not we can try to run a Steam Integrity Check for New World as to confirm this is not being caused by a corrupt file.
If your issue persist, in order to investigate in depth please contact AGS Customer Support and report your issue, please keep handy the following information:

I am having the exact same problem. As fadeddreams9 reported, I have the Shaded Agent and the Shrouded Intent Pants in my inventory (not worn). The 3 requirements (Resources, Outfitting Station Tier and Armoring Skill) are displayed in green but the button is grayed out and says “Can’t Craft”. I did not have this issue with the gloves, hat or coat.
New World did just update (to Version 404 CL: 1552496) and it did not fix the problem.
