What are the steps to reproduce the issue as you experienced: Reekwater was at 57% influence with marauders on 12/21/21. We arrived and ran pvp missions, doing the vast majority of them to get to 100% (we estimate around 30% influence). There was an active invasion so we were not able to declare war. The following day after the invasion it was in conflict but the button to declare war was greyed out, it said we did not have enough influence to declare war, but that is absolutely false. No other company that ran influence missions was able to declare either. Currently as of 11:49 PM, the timer to declare war is close to ticking down to 0 and no one can declare.
