The War restriction changed nothing. There are serveral Servers where one Company own 5 Territories or more. Yes all 3 Main Citys + some others Territories. (for example Nysa and Barri)
If you Watch the Leaderboard for War Wins there are maximal 10 Comps that won a War.
Something has to change.
