pluto is not even one of the top servers of US EAST anymore but it still remains fully locked. Castle of steel currently has a higher population but is only character creation locked. Unlock pluto to allow transfers at the very least before it becomes another Eden.

Agreed can a dev please give us some insight on when Pluto will be unlocked?
Is Pluto still locked for transfer and character creation because it’s automated, too many “monthly active” accounts on it?
Or someone simply forgot to turn off the “Block transfer” option?
Is it monthly active players that matters or 3-month active? What’s the algorithm behind locking a server on character creation and transfer?
They need to stop blocking servers! It’s killing them
We need to know the algorithm, first, on what locks, block character creation or block transfers.
