Some named items have legendary versions of them, but it is impossible for them to drop 590+ to be legendary or to be upgraded to 600. One obvious example is Overseer’s Regret which drops from Overseer Levy. He is Level 61 and since he is low level, you literally have no way to drop that item 590+ even though it has a crucial 3rd perk.
Im pretty sure there are many different drops like this, will there be any changes to this weird interaction?
Hopefully, someday. A lot of those named items are quite unique, having perk combinations that are not allowed to appear on unnamed items of their type, so we’re definitely missing out on variety without access to viable versions of them for endgame content.
There’s a similar problem with visual variety of gear, as well, where some of the best-looking weapon/armor styles aren’t available in Tier 5.
I collect named armors and many cannot be 590+.
