When governing company upgrades a facility in a settlement, if two players click upgrade at the same time, the company treasury will be taken from 2 times. resulting in a double pay. - Is this a bug or an exploit: Bug

Not possible, as there is no way to show previous balances and pays. - What are the steps to reproduce the issue as you experienced:
2 players in one company, start the same upgrade at the same time, causing the bug.
