This might just be another form of stacking and never ending Buffs… I encountered this a few weeks ago with the great axe. I never figured out how I could reproduce it but for at least 30 minutes I ran faster then all my mates (the haste buff was constantly on) and got the Iron ores first 
For us it was funny and no major problem but in PVP it is just bullshit if people are abusing this.
