TLDR: the game doesn’t add shield attributes when it is paired with sword but is in an inactive mode.
So when you have 2-handed weapons, they both contribute to your current attribute score, even when they are not active (clearly you can’t use both at the same time), and the game actually uses that score to calculate damage. You can test it by looking at damage with and without second weapon equipped when they share a primary or secondary attribute.
When it comes to shield, it has a unique slot, so the developers wanted to stop it from adding attributes to anyone besides sword users and it doesn’t add anything when you have two 2-handed weapons for example. But the unintended consequence of how this was implemented is that it also does not add attribute points when in passive state even when paired with the sword.
I tested this: I equipped a shield (with str bonus) and sword in one slot, and a hatchet in another. Then I looked at the damage with the hatchet with the shield equipped and without. it was the same.
This is certainly a bug and puts sword and shield users at a substantial disadvantage when they switch to their other weapon. I hope this is fixed asap.
Now somebody might say that shield slot as a bonus slot anyway, but the thing is that shield and sword combined give as much attribute points together as one 2-handed weapon alone at the same level.
