Very high CPU usage and low GPU usage in high end set up causing low performance

Hello, this is the set up I am using:

RTX 3080ti (all drivers up to date, only using around 60%)
i9 9900K (reaches 80% of usage and this is the ony game doing that)
32G 3.600Mhz ram
Windows 10 (Updated)
Saba server

Basically you can tell how the game is not utilizing the PC components properly and this is noticable in game performance and above all in stability. There are many random fps drops and hicaps during gameplay when panning the camera and even crashes in intense moments where the fps drop and raise constantly.
