After reviewing many different options for implementing player war cool downs and the grounds they would be based on; it is apparent that most solutions would cause major dominino effects. However I did think of one solution that might work that does not involve any time frame.

War Tokens - Tokens purchased at faction shop by using faction currency. Purchase war standby slot using War Token at territories War Board or War Board at Fort.

War Token Capacity - Only 2 tokens can be purchased and redeemed for a war slot per day. If not slotted for war player will receive refunded War Token.

If purchased but not redeemed at war board - Player will retain War Token so a loss of faction currency does not occure.

(Tricky part) Daily Reset for 2 succesfully utilized War Tokens - After 2 tokens are succesfully used player will be able to purchase War Tokens once the last war on the server has finished (A.G.S. can utilize this by creating a siege cap time, once that cap has been reached that is when War Tokens purchase/redeem will reset.) This is necessary because some players enjoy playing on a server that has a different time zone other than their own; keep in mind confusion can be created due to time zones.
Its not perfect and may be easier said than done, and I know most will not be fans of farming faction tokens for War Tokens but I believe this will open doors and create opportunities for players who are only pvp focused to play all aspects of the game once again.
