War Declaration Bug

When the influence bar is filled, it does not allow the war to be declared. The button appears and allows interaction with the HUD but simply nothing happens. This seems to only affect some settlements or factions, since a few minutes after we (Marauders) experienced this error, another faction was able to declare war on one of our settlements.

amazon i feel frustrated for this situation.
we have 4 times in the same problem.
