- Describe the issue you are experiencing: Discussing with community, we discovered that when a war declaration occurs and other company leaders are given the option to declare with the F1 popup, they can press F1 and successfully declare war. However, if you do not take that popup (which fades away after a few seconds), then go to the map to declare war, if you haven’t contributed enough influence, you are still prevented from declaring. The problem is that any leader of an appropriate faction is able to declare even without contributing influence if they have the money ready to declare with the popup.

- (if a bug) How did the issue effect your gameplay: Random companies compete for declaration. There might not be weighting of who gets the war based on influence contributed since companies with 0 or little influence get wars.
