It seems to be server related with it periodically coming back I assume either due to connection or something not communicating over to server.
First hit before the mob targets/aggros you it is more likely to work and during some special attacks done by the mob. This is probably related to the client and server communication and how the information is being sent.
If you do not get shockwave off before the mob notices you the chance of succeeding with shockwave drops dramatically and stops registering.
During the period when the shockwave is not working there is a 10-20% chance light or heavy attacks will not register and just pass through the mob harmlessly.
I tried swapping weapons and swapping back and shockwave still would not work correctly.
I validated the integrity of the game files and when i got back in shockwave worked for a few minutes before going back to not working. I assume this was not due to the scan but restarting the game causing the communication with the server to refresh.
There is a couple of other weapons with skills no longer working either due to perk bugs or something related with last weeks patch that might be related to this.
What is known so far is they did something with how the client and server communicate to prevent rolling invincibility exploit that seems to have been a generalized fix that ended up likely causing what is happening right now.
I can’t believe devs haven’t replied to atleast say they are looking into it. Its only working like 60% of the time for me. I was testing it out in duels with friends and yep they can just sit right through shockwave with no damage or stun lol.

A company mate and me also have this issue. We thought it might be related to uneven terrain. It often doesn’t work if a mob is standing only slightly higher or lower than us like on rocks or all kinds of terrain that is not absolutely flat.
and me have this problem and yes is completely frustating, im not sure what is mean this * AoE no longer triggers on passthrough from the Aegis upgrade, it will only trigger on impact against an enemy/object now. but i think this fix all aoe problems? meaby! the first think i do inside the game is to test my hammer shockwave skill if not skill then this developers do nothing! it is not fair to fix only 2 weapons and all weapons have bugs. meaby like guy say up meaby he is fixed we see in few hours guys, if someone test it many times and work please say it here, but for sure tested it many times for sure like 30 times on enemies or enemie.
That “AoE no longer triggers on passthrough from the Aegis upgrade, it will only trigger on impact against an enemy/object now.” change has nothing to do with this. That’s just saying that the AoE on one of the Lifestaff skills was creating an AoE as it passed through things instead of just on impact. It only affects Orb of Protection.
It seems its rather flat yes. Might as well be related to what others wrote here. For us that was the most probably reason we could come up with. On flat terrain it worked far more often for us than on non-flat areas.
Yup, I love how they fix one thing. Break another and can’t even acknowledge that okay, We will look into it so we don’t have to sit here and blow this thread up for it to get attention.
I noticed Shockwave works about 40% of the time. I think we should all take screenshots of it not working to blow up the forums with this before they finally pay attention lol
ok first of all this problem start on 1.0.4 on 1.0.3 it is work fine but 1.0.4 no change anything on weapons especially on hammer but this patch 1.0.4 bug the hammer shockwave skill, so meaby this patch fix this problem because delete the 1.0.4 major failure patch we see, i pray this fixed but if it not fixed then i uninstal the game. it is completely no fait to fix 2 weapons and leave hammer and other weapons bugged for another week or 2 weeks. we see.
