Clearly there are many issues with weapons balancing and admittedly it seems difficult to get this balance correct.
I have a solution to fix this and put an end to all these nurfs and forum posts.
Take all of the weapons and give them all the same base damage for each GS that they can be.
Example: ice gauntlet at 500 GS base damage 500
Ice gauntlet at 501 GS base damage 501
And repeat this all the way up to 625 GS for every weapon and make sure that every weapon does the same damage throughout.
Then comes balancing of the perks.
All the perks in the game fall under a few categories such as buff/debuff, extra damage ect.
So match the types of perks for each weapon and have the same amount of each category of perks for each weapon.
This way all weapons have all categories of perks making it fair.
Now make sure every perk gives the same damage or effect throughout for every weapon.
Example: ice gauntlet / perk +10% damage
Fire staff / perk +10% damage
Even if one perk slows and another staggers make sure they both have the same duration.
Apply this to every perk for ever weapon.
Now time to adjust the trophies.
Make sure each trophy has an equal effect.
Example:
Teir 1 combat trophy + 10% damage
Teir 2 combat trophy + 20% damage
Teir 3 combat trophy + 30% damage
Then you need to adjust all the cool down timers to match for every weapon.
This all means that everything is equal and fair. So if someone was to get 3 major combat trophies and all the perks for their weapons on their weapons and armours then everything stacks for them and they will hit harder than someone with none of the above. Which is fair play.
I believe this is how it should have been done from the start but it seems that some perks can slow for 2 seconds while others slow for 5 seconds as an example.
