What determines PvP XP when running around open world

So I only recently started getting into PvP and I don’t understand open world XP when killing other flagged players.

Here are the 2 scenarios.

  1. I’m in GC doing pvp missions. I have 3 active but have not completed them. I run across a lvl 60 guy, after a couple minutes going back and forth I kill him. PvP XP = 2000

  2. I’m in RW taking a fort with no PvP missions active. A group drives me out of the fort but one guy (also level 60) wants to stand on the rampart and shoot at me while I’m outaide. He lands a couple arrows. I take 3 shots at him and kill him. PvP XP = 100

So does anyone know what determines the amount you get? Is it the length of the fight? The damage taken/given? The fact pvp missions are active? Or just random?

The amount of time the enemy has been flagged.
