What does the 8% arcane damage scale off?

If i run 150 int will I get the 15% bonus on top of this, or are they all base damage applied?
Haven’t tested myself but I think I saw someone comment this in another thread: yes you get the bonus

Just from wepon dmg, can be mitigated by enemy armor or fortification
