Why does this perk require the target to already have been hit by the skill? It feels like it never procs. Dead perk?

Sword and shield perks are a little lack luster but this one in particular seems broken.

It requires the target to already have the slow debuff from the skill on them in order to proc the (low as it is) + 17% damage.

In general use it feels like this perk never does anything due to the weird requirement.

Is this perk just broken??

Maybe it does more damage when you hit someone.

As in you use leaping strike the game checks if you have the upgraded perk and if so it applies the bonus damage.

It is worded in a weird fashion.

To test it you could go to a target dummy and have one piece with that perk and one without and use the skill to see if one does bonus damage.

Its basically a broken perk. You need to have already hit them in the back with the same skill for it to trigger

Its very bad

The perk is fine. Leaping Strike to the back applies like a 6 or 8s slow, during which you deal more damage to the enemy if you have this perk.
