Why not just reset the Tempest Quests?

Trying to come up with a reason that AGS would not simply reset the Tempest Heart Quests now that they have fixed the loot boxes.

The items are BoP, so it’s not like it’s going to create a crazy rush in the market.

Some people may have upgraded their Expertise Level since their first time running the quest, but I imagine the percentage there is a lot smaller than the number who opened their chests and got gear 90 points lower than it should have. Also, I don’t necessarily see more people getting potentially useful gear as a bad thing. If people want to wait to complete the reset quest until their expertise is high enough to get 590+ gear that they can upgrade to legendary, why would you want to stop them from doing so?

It would inject more orbs (Tempest and Mutation) into the game, which again isn’t a bad thing. I also don’t think the extra supply will make a huge difference. I’ve been buying my Tempest Orbs from the Faction Shop daily, and I’ve accumulated 11 so far. I end up buying most of my runs, simply because they sell for less gold than you get for doing the run, and because it’s easier to let someone else put the group together. I’ll use my own when I’m running with my guild, and that’s about it. Having more Mutated Orbs would be nice, but from what I’m seeing in recruitment, there aren’t a lot of people having trouble finding spots in mutated expeditions.

Am I missing something here? Is there a compelling reason to not just reset the quest line for everyone and be done with it?
