Can this please be addressed in the January build? 
NO.
It is a base requirement to immerse into the task at hand to get an updated list of every war declaration that has happened the last 48 hours on the server.
Also every aptitude reward you have EVER had.
Also the last 3-4 titles you got.
Also the latest news titles from BBC…

And have you noticed that it escalates each time. Like it lists the last 3-4 aptitude chest rewards all together? There’s something wrong at a basic level with the notification system.
Remember when you would get spam for every title every time you’d log in.
I mean, I know fixing anything in this game “is hard” as the devs would say. But I mean if everything were so hard and they haven’t been able to fix some basic stuff since launch… then that’s a real problem. It means either
a. the game engine and coding structure is too complicated to work with
and/or
b. the developers are unable due to priority or ability able to fix what should be core game functionality
