Windchill Bug, Skill can't crit?

Guess nobody used that skill for old reasons…

but now with new weapon perk changes it might change, so i tried it… and wonder why it can not crit?

There isnt a Single Word about that in the Skill description

So why is this?

that skill has no word about Duration of the Skill or the Hitrate itself either

flamethrower can crit, windchill cant

both same kind of ability
