I don’t know if you’d consider it an exploit but companies are just setting their housing taxes to max since they are going to get full payouts anyways you should have locked housing taxes where they were you have unintentionally created a situation where more gold is being pulled out of thin air for anyone that owns a territory

T4, 20% Property Tax, 30% Tax Cut, 90% Tax Off
20,000 x 0.20 = 4,000 x (1 - 0.30) = 2,800 x (1 - 0.90) = 280 Coins in taxes.
How is that a full payout?

Eh… While an income lock would be nice… Not really concerned about it.
Although not everyone is taking advantage of it.
On my world, there are even some companies that lowered the taxes to 1% lmao
Let them have it, most companies are in dire need of cash flow. There will only be a very few companies on the few still busy servers, owning main hubs, who might walk away with some extra cash. For companies on servers with dwindling population, there is too little income as is. Invasions destroy settlements, requiring to re-upgrade. Not enough players left to bring income through crafting. Trading constantly disabled, and even when it is possible to trade, furniture trading disabled, so loss of income there as well for companies.
Lots of companies struggle to do anything now with their settlements. Outliers were in a bad spot already, now it is even worse, and companies are losing members, and those remaining often struggle to make coins to donate.
That extra cash might keep some stations upgraded for those left in need of them.

this is basically all the settlements on my server we only pay 2% but they are receiving the full 20% i get that it is expensive to own a town but creating gold out of nowhere is not the solution
Issue is with no players about, not enough gold overall is being created, yet the settlements keep costing the same coins to maintain. It is a bad situation all around.
it is an unbalanced system they just need to keep in mind with every nice thing they try to do there will always be people who will exploit it
I am far more worried about company leaders leaving, because they give up too, forgetting to revert the taxes, and once the tax break ends, those with houses will end having to pay insane amounts.
At this point, everything seems to be breaking all around 
I don’t see how this could be a surprise to anyone.
