One that was introduced with our patch was players not receiving gold/items from completed sell/buy orders on the trading post while offline. We are currently testing a fix for this and will be deploying it as soon as we are confident. Players who encounter this issue WILL receive their missing gold/items when the fix goes live. At this time, this may block you from transferring servers.
It may have to do this this. You may have sold something while you were offline.

To be clear, the issue is this(?):
Cannot transfer servers because buy/sell orders exist but there are currently no active buy/sell orders.

I’m not exactly sure what you mean by this?
But yes, would need to wait for a patch of some sorts. But I’m not sure in this case whether it’s a client side patch or server side patch only, and in case of the latter whether that can be done live or would require downtime.

I think you mean that because they know who the ‘target’ is, why can’t the gold be sent after the trade fix is completed?
If so, I think the underlying issue there may very well be that it are different backend systems at work here. On large scale projects it’s common to work with various projects of smaller scale which correspond with each other.
In other words, there may be a separate trading post server, functioning completely independent from the server in contact with the character database. So if you’re gone, the trading post server would just send info to ‘nothing’. Sure, you could say fix it by creating some form of redirection logic. But seeing as to how this is a bug, and with such not anticipated, such logic would make no sense and in the long run be redundant.

Me and a few members from my company have the same issue. We cannot transfer due to the error that we have pending sell/buy transfers when we have cancelled all transactions.
