You can't force roll Keenly Empowered onto weapons

The option isn’t available in the crafting menu for weapons.

Just to clarify, the item to force keenly empowered is in the game, you just don’t have the option when crafting to force the mod

I’m sure if there was some rigorous QA/QC they would see there are missing links between items required and items that exist in the game.
